Summary: You will serve as a UTILITIES & ENERGY in the Utilities/Energy Management Branch of NAVFAC ROICC ROTA.Responsibilities: You will supervise and manage Utilities and Energy Branch employees to provide Utilities and Energy management. You will formulate and manage UEM MWCF budget, report variances, develop Net operating result (NOR) mitigation strategies. You will plan/coordinate capital investment, Sustainment Restoration and Modernization (SRM), and Major Maintenance and Repair Program (MMRP) to increase productivity and reliability of utility systems. You will advise Production Division Director on workforce requirements/systems operations and develop recruitment strategies and packages.You will track and analyze performance metrics to identify trends and variances. You will plan, program, and scope infrastructure improvements and oversee critical utility systems performance including electrical, drinking and waste water systems.Requirements Conditions of Employment Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Providing guidance to subordinates in developing and monitoring annual operating budgets and commodity rates;Utilizing CUBIC/CIRCUITS budget databases to determine actual versus budget progress and implement corrective actions;Achieving improvements in the overall performance of the Utilities and Energy Management product line by eliminating non-value added processes;Developing specifications for new or modified systems.Note: This information must be supported in your resume to be considered for this position.Additional Information: This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs.
