Offer Description The Science and Technology Park Foundation (FCPCT) of the University of Las Palmas de Gran Canaria (ULPGC) - Spain offers one project technician position (TCP3 - MECES3) to work in the EU BLUEGREEN GOVERNANCE project. The University Institute of Oceanography and Global Change (IOCAG) of the ULPGC includes among its lines of research and development the one called "Volcanic island coastlines: natural processes and human interactions". The BLUEGREEN GOVERNANCE project has been funded by the Europe Programme, through the Grant Agreement number 101086091, signed by the European Commission on 16/11/2023, and in which ULPGC is a partner of the consortium. The estimated end date of the project is 31/12/2027. The objective of BLUEGREEN GOVERNANCE is to develop innovative land-sea governance schemes based on scientific evidence and societal choices. The University will recruit the best candidate following the recommendations of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The job offer will be published through a wide range of portals. The evaluation of candidates and their selection criteria will be aligned with the ULPGC policies on equal opportunities. Selection and hiring procedures will follow transparent mechanisms according to national and regional legislation.
Strategic and Territorial Planning:
- Develop and implement strategic spatial and sectoral plans.
- Conduct spatial and socio-economic analysis.
- Implement land use and zoning policies, ensuring sustainability and regulatory compliance.
- Integrate climate change and sustainability considerations into territorial plans.
Citizen Participation:
- Facilitate participatory processes, ensuring community inclusion in decision-making.
- Organise and moderate workshops, meetings, and public consultations.
- Collect and analyse community feedback to integrate into plans and projects.
Consultancy and Advice:
- Provide technical advice to public and private institutions and non-governmental organisations.
- Prepare high-quality reports, studies, and technical proposals.
- Advise on project management, including identification of funding opportunities and preparation of proposals.
Project Management:
- Coordinate and supervise multidisciplinary teams.
- Monitor and evaluate the progress of projects, ensuring that deadlines and budgets are met.
- Prepare and present progress and results reports to clients and stakeholders.
Climate Change and Sustainability:
- Develop strategies for climate change mitigation and adaptation in territorial planning projects.
- Ensure the alignment of projects with the Sustainable Development Goals (SDGs), the European Green Pact, the New European Bauhaus, and other strategies at the regional level.
- Keep updated on European policies and strategies related to sustainability and environment.
Specific Requirements 1. Nationality:
- Spanish nationality or that of one of the other member states of the European Union.
- Spouses of Spaniards and nationals of other Member States of the European Union.
- People included in International Agreements concluded by the European Union and ratified by Spain, related to free movement of workers.
- Foreign candidates not included in the above paragraphs, legally resident in Spain.
2. Age: be over eighteen.
3. Degrees: degree in Geography and Spatial Planning and a Master's degree in Historical, Cultural and Natural Heritage or similar.
4. Professional experience:
- At least one year of previous professional experience in the management of participatory processes and governance, as well as in the development of projects linked to strategic and territorial planning.
Additional Information 1. Type of contract: Indefinite-term contract for scientific-technical activities, based on article 23 bis of Law 14/2011, of 1 June, on Science, Technology and Innovation, and other regulatory regulations.
2. The purpose of this contract is to carry out activities related to the BLUEGREEN GOVERNANCE project, whose thematic area is linked to the research line called "Volcanic island coastlines: natural processes and human interactions" of the ULPGC, a project which the ULPGC is developing by virtue of the grant agreement nº 101086091 signed on 16/11/2023 with the European Commission and whose estimated completion date is 31/12/2027.
3. Incorporation planned for October 2024.
4. The staff to be recruited through this call for proposals with an indefinite contract is not considered permanent staff under any circumstances. The awarding of the employment contract does not imply any commitment on the part of this Foundation, the University, or its dependent entities as to the subsequent incorporation of the interested party into the staff of these entities.
5. The contract may be terminated for any of the reasons provided for in Royal Legislative Decree 2/2015, of 23 October, approving the revised text of the Workers' Statute Law, or in the rest of the applicable legislation, paying special attention to letter e) of article 52 of the aforementioned RDL 2/2015: insufficiency of the financial allocation of the corresponding appropriation for the maintenance of the employment contract.
6. The dedication will be 37.5 hours per week, with exclusive dedication to the project being essential.
7. The gross monthly remuneration will amount to 1,631.2 €/month (including the proportional part of the special payments).
8. The place of work will be in the facilities of the Instituto de Oceanografía y Cambio Global (Taliarte), Parque Científico Tecnológico Marino de Taliarte, s/n, 35214 Telde, Las Palmas.
9. A trial period of six months will be established during which the employment relationship may be terminated at the request of either party. Situations of temporary incapacity, maternity, and adoption or fostering, which affect the worker during the trial period, will interrupt the calculation of the trial period.
Eligibility Criteria Professional experience (Max. 9 points):
- Professional experience in the management of participatory processes and governance, as well as in the development of projects linked to strategic and territorial planning (0.15 points for each month worked, up to a maximum of 6 points).
- Professional experience in project management (0.15 points for each month worked, up to a maximum of 3 points).
Other merits (Max. 1 point):
- English level of B1: 1 point.
INTERVIEW
Those applicants who achieve the four highest scores in the merit assessment phase will be called for an interview. The interview will be conducted in Spanish and/or totally or partially in English, according to the level required for the position. The selected applicants will be summoned, by e-mail, at least three days in advance. The evaluation of the interview will be carried out, up to a maximum of 10 points, based on the following criteria, being necessary a minimum score of 5 points in the interview to be awarded the position:
- Solid knowledge of GIS (Geographic Information Systems) and spatial analysis tools
- Knowledge of climate change, SDGs, European Green Pact and other European programmes and strategies.
- Initiative and ability to work in a team.
- Capacity for presentation and presentation of results.
- Motivation.
- Adequacy of your profile and skills to the functions of the position.
- Knowledge of the sector in which the activity will be developed.
