This post is located in the Office of the High Commissioner for Human Rights (OHCHR).
The incumbent reports to the Head of the Technical Mission in Bolivia and acts as the Deputy Head in Bolivia.
Responsibilities:Supports the Head of the Technical Mission in coordinating the work of the OHCHR Technical Mission in Bolivia in line with its mandate of monitoring, advisory services, technical cooperation, protection, and promotion of human rights.Coordinates the preparation of human rights reports, including for the General Assembly, HRC, as well as reports on activities of OHCHR-Honduras and other reports.Collaboratively works with UN, authorities, non-governmental organizations, and other interlocutors in the country/region to integrate human rights, under the OHCHR Technical Mission priorities, including their gender dimensions in their programs.Supports the Head of Mission in formulating human rights strategies and the development of a vision or direction for the work of the Technical Mission and in coordinating the implementation and evaluation of the human rights program.Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.Makes contact with other sectors of the UN, other international organizations, and governments on coordination and policy matters; briefs representatives and provides, as appropriate, suggestions and recommendations.Manages, coordinates, organizes, and supervises the focal points of projects and thematic teams in coordination with the Head of the Mission.In the absence of the Head of the Technical Mission in Bolivia, acts as Officer in charge and represents the Office on human rights matters.Performs other related duties as required.Competencies:TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style, and format to match audience; demonstrates openness in sharing information and keeping people informed.LEADERSHIP: Serves as a role model that other people want to follow; empowers others to translate vision into results; is proactive in developing strategies to accomplish objectives; establishes and maintains relationships with a broad range of people to understand needs and gain support; anticipates and resolves conflicts by pursuing mutually agreeable solutions; drives for change and improvement; does not accept the status quo; shows the courage to take unpopular stands; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.JUDGEMENT/DECISION-MAKING: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.Education:Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
Out of the seven (7) years, at least two (2) years of field experience in human rights within the past eight (8) years is desirable.
At least two (2) years experience working on human rights issues related to the Americas region is desirable.
At least two (2) years of experience leading and managing teams of combined professional and support staff is desirable.
Experience in human rights monitoring and drafting of public reports is required.
