JOB SUMMARY / OBJECTIVES: The job provides practical, consistent, and proactive support, guidance and advice to other department heads on manpower related issues, HR policies & procedures, employment processes, rewards and recognition, industrial relations, learning and development to facilitate in achieving the objectives and goals of the Company. Performs human resources management functions and programs relating to talent acquisition/hiring, employee relations and discipline, compensation and benefits, employee movement, legal risks and compliance management and organizational matters to build a sustainable and thriving organization.
Key Responsibilities: Plans, develops and implements policies and procedures for organizational design and setup including functional charts, organizational structures, manpower complement and monitoring, manpower plantilla and deployment, job descriptions and specifications, and manpower streamlining and alignment.Formulates, reviews and revises HR policies, programs, processes, procedures, and systems as needed to maintain and update Company rules and regulations as well as employee handbook and/or HR manuals.Establishes standards for manpower acquisition, recruitment and selection, and hiring guidelines and onboarding processes to place the right person in the right job.Collaborates with business unit leaders and hiring managers on effective manpower acquisition plans and processes with an understanding of current employment trends and employee engagement approaches consistent with the Company's objectives.Oversees HR programs and practices/activities on rewards and recognition, attendance and leave management, periodic performance evaluation, competencies and talent management, productivity improvement programs, and morale and retention initiatives.Supervises attendance and timekeeping processes linked with payroll systems covering working week/day/hour, absences and tardiness, computation of wages, periodic pay release, and essential reporting in managing employee resources.Administers and keeps information on benefits and compensation packages up-to-date for government mandated wages and regulated privileges.Introduces, develops, and implements Job Evaluation Programs/Job Studies/Analysis resulting in an equitable and competitive Salary Structure and Performance Management System.Designs and conducts talent management initiatives covering training needs analysis, training plans, orientation, training interventions, competency mapping, technical training, career development, and performance appraisals.Manages corporate training programs to meet business needs and tracks progress toward learning objectives.Promotes a conducive working environment through effective employee relations activities and communications programs.Handles employee relations processes and recommends actions affecting industrial peace with established Code of Conduct, Grievance Machinery, and compliance with labor laws.Performs other tasks as assigned.JOB SPECIFICATIONS: A Bachelor of Science degree in Management, Psychology, Humanities, Behavioral Science, or related fields.7 to 10 years of generalist and operational level experience, including at least 5 years of managerial experience in a manufacturing and/or food services and sales and marketing.Certificates and training related to human resources and administration.Proactive communication skills and ability to articulate feedback and ideas.Knowledge of relevant HR technology and HRIS, including Microsoft Office skills like Word, Outlook, Excel, and PowerPoint.Effective interpersonal relationship skills with strong ethics and service orientation.In-depth knowledge of labor laws, HR systems, metrics, and best practices.
