Job Description Enable, foster, support and assure best fleet management practices are followed and implemented regionally, including mid- and long-term machine replacement and investment plan, owning and operating expenses track and control, machine specs alignment and equalization, technical training and overall machine safety standards to maximize equipment reliability and availability at the lowest possible cost. As a change agent supporting major technical and commercial decisions across a diverse set of stakeholders, the Regional Fleet Enabler must possess excellent project management, collaboration, and communication skills.

Main Responsibilities Support a culture of fleet management excellence in machine reliability, availability, utilization, technical and commercial support meeting standard safety and sustainable demands, so Global Fleet Management area is viewed as a strategic ally to rise first in class practices. Build internal capability (encompassing people, processes, and technologies) across fleet management practices to identify fleet management better practices that position for optimal growth and profitability. Provide leadership on fleet management KPI's, strategic sourcing, local service networks development and other technologies that can lower the total cost of ownership. Assure and deploy high level fleet management plan including the approach for large contracts and the plan to improve TCO at every CEMEX country. Follow and track category plans including milestones, savings targets, resource requirements and implementation plans. Manage local / Regional supplier performance to meet defined business requirements. Monitor external markets for commercial opportunities and challenges, identify and resolve gaps between business requirements and supplier performance and identify and resolve gaps in business unit compliance. Pinpoint the required resources for resolution and escalating issues as required. Influence on new products or technologies to be tested in the operations and sign off by end users in global operations. Work along with operations areas to validate and deploy specifications for mobile equipment, services and materials. Provide budget recommendations for fleet operations. Deal with authorized and developing dealers, contractors, vendors to secure equipment availability. Coordinate long range plans to eliminate and replace mobile equipment, support budget tracking and expenses control. Foster sells off obsolete or surplus of equipment. Develop, monitor, and enable warranties guidelines and procedures. Support operations to assure local / regional service network back up. Deploy and support guidelines for continuous improvement maintenance practices, recommend best in class procedures to repair, rebuild, or replace components under standard procedures. Track and follow up deliveries of equipment. Qualifications Fluent in English.
At least 5 years of experience managing mobile equipment.
"Change Agent" in a "best-in-class" leading organization.
Academic Background: Graduated degree BS in Mechanical Engineering, business development or related discipline is required; an MBA is desirable.
International working exposure.

Strong relationship builder with exceptional communications and interpersonal skills, both within an organization and externally using an analytic and metrics-based approach. Hands on management style working with ample understanding of Fleet Management best practices, technologies and tools; a track record of accomplishments driving continuous improvement in previous positions. Internal/External Relations INTERNAL: The Regional Fleet Enabler will interact with all business sectors inside CEMEX, Aggregates, Cement, Logistics, Ready-Mix and others at regional basis with managerial and decision makers level.
EXTERNAL: Interaction with regional mobile equipment dealers and networks of regional leading companies. OEM Directors, Regional Service Support Managers, Warranty Managers, amid other managerial positions.
