Position : Buyer Duration : Permanent Location : Madrid-MV49 Purpose of the Job : Responsible for the process of analysis, selection, evaluation, and management of suppliers in the market to satisfy the Alstom projects standards in terms of Quality, costs, deadlines, and Technical Specifications (QCDT) as well as in policies for sustainable development, professional ethics, and continuous improvement of processes.
Objectives : Keep committed QCD performances of the Operations within the project.
Manage the panel of suppliers in line with Procurement Strategy.
Market analysis to find best sourcing alternatives.
Lead negotiation with suppliers to establish agreements and price catalogs.
Supplier development and compliance with QCD as well as Alstom policies and requirements.
Non-conformities and claims management.
Support and coordination with Supply Chain in order to execute orders, follow-up, and control.
In full respect of QCD commitments, establish, agree with the PM and implement the Project Sourcing & Industrial Strategy (make or buy, LCC objectives, dual sources).
Based on SSM, buyer, SPQD output, supervises contracts execution of selected suppliers until FAI milestone.
Manage the Material Work Package, review periodically the QCD material scope (Work packages) with the stakeholders, establish a robust "at completion" vision, taking into account risks, ambitions, and uncertainties, establish bridge analysis at each SPR cycle, engage the claim process for the CONQ S2 incidents, establish a retroplanning to allow all stakeholders (PrEM, PM, Subsystem managers) to manage their deliverables.
Key KPIs follow up and actions to reach the proposed targets : Savings, BCC, OTIF, NCRs, payment conditions, among others.
Responsibilities : Through coordination and supervision of: Definition of the Delivery Strategy and consolidate the most efficient industrial scheme according to the Industrial and Sourcing (Make or Buy) Strategy.
Definition of the logistic strategy, (long lead time items, material procurement) to deliver the products, components, and sub-systems on time, following the industrial planning and optimizing the working capital (inventory, WIP).
Ensure FAI are made on time for project development.
Manage the customer Factory Acceptance Test (FAT) work plan.
Industrial Operations, in charge of the following tasks : Drive & supervision of material procurement, products manufacturing and testing, logistic & shipment, as well as respecting EHS regulations, and ensuring continuous improvement (APSYS).
Coordinate the implementation of any retrofit plan needed for material part of the industrial work package.
Through collaboration and monitoring : Manage Engineering request for specific development (on-time delivery and completeness of detailed design, under PrEM responsibility) for industrial and/or manufacturing.
Ensure that necessary input data allowing respect of QCD commitment are consistently and timely made available by other project contributors.
Manage the hard inventories, the OTIF customer, and the Demerit indicators on his project.
Support the warehouse deployment on shore.
CANDIDATE REQUIREMENTS Educational Requirements : Master/Degree in Engineering, project management, purchasing, or equivalent.
Technical Knowledge / Experience : Interest in technical field, 3-5 years of experience (Project, Sourcing, Engineering, Quality), knowledge of signaling equipment, relevant knowledge or experience of project management is a must (PMP Certification or 1 year in PM Team), experience of supplier and quality management is an asset.
Behavioral and Skills / Competencies : Autonomous, organized, and hands-on mentality; team player, able to challenge, effective in communication; results-oriented; fluent in English is a must, any other language will be considered as an asset.
