Description: Basic Function: Under the direction of the EVP/Chief Operating Officer, responsible for decisions regarding maintaining operational policies and procedures consistent with the Board's requirements and Metro's internal policies. Manages the operation of the physical assets and staff of the light rail system to ensure safe, clean, efficient, and cost-effective public transit services.
Works closely with Capital Projects providing operational and technical guidance during design and construction phases. Performs integrative testing, commissioning, start-up, and pre-revenue testing for METRO's Rail Expansion. Ensures duties are performed in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties: Provides primary managerial direction and performs personnel administrative functions for direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations) to maintain necessary staffing and enhance productivity.
Directs and oversees all functions related to the operations and maintenance of the rail system.
Develops annual operating budget, operating and maintenance cost estimates, and life cycle calculations.
Establishes operating policies and procedures.
Oversees functions related to systems and vehicle management and enhancement activities.
Establishes productivity and quality control standards, system safety, cleanliness, and reliability.
Works closely with all departments within METRO to support operations and maintenance activities.
Provides operational and technical guidance to Capital Programs staff for Rail Expansion Projects.
Provides technical guidance in various development aspects related to rail systems.
Ensures safety procedures are promoted to reduce accidents.
Performs other job duties as assigned.
Education Requirement: Bachelor's degree in Engineering, Transportation, Business Administration, or related field preferred.
Years & Experience Required: Minimum fifteen (15) years of management experience in building and operating a light rail system. Experience in establishing a light rail system is desirable.
Knowledge & Skills Required: Ability to integrate operational principles into the design of a light rail system. Strong communication skills are essential.
Additional Information: Employees in safety-sensitive roles will undergo drug and alcohol testing as per DOT and FTA regulations.
