Project: Municipal Infrastructure Development Programme (MIDP) - Project Preparation Facility Ukraine (PPF) 2025 – 2029, SECO programmeUrban Infrastructure Project Preparation Expert (international key expert )Key expert will mainly be in charge of the project preparation studies and quick-win measures.
As such, this person coordinates with national Infrastructure key expert to orient and supervise the work of the non-key expert pool that carries out the work.
This position is in particular in charge of sourcing and overseeing the work of international non-key experts.?? Qualifications and skills:Master's degree in engineering, public procurement, architecture, or similar relevant discipline.Good knowledge of spoken and written English, minimum B2.Working knowledge of Ukrainian or Russian would be an advantage.?? General professional experience:5 years of working experience with Swiss approaches related to basic municipal infrastructure.Solid knowledge of the technical solutions and approaches practiced in Switzerland in one of the five prioritized thematic sectors: energy-efficiency (e.g.
in buildings, district heating), renewable energy, public transport (urban and agglomeration), urban water supply and wastewater management.Working experience with Switzerland based private sector and business networks related to urban infrastructure.
Knowledge of Swiss-Ukrainian business networks.Proven knowledge of international quality infrastructure standards as well as EU standards and directive related to infrastructure.Knowledge of Swiss legislation regarding public procurement and contracting of services.?? Specific professional experience:10 years professional experience in the technical and financial planning as well as implementation of international projects of basic municipal infrastructure in transition or development countries in some of the following fields: energy-efficiency (e.g.
in buildings, district heating), renewable energy, public transport (urban and agglomeration), urban water supply and wastewater management).5 years working experience in the planning and/or implementation of urban infrastructure projects of IFIs.
Working experience with IFIs in project structuring is an advantage.
