The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.
This position is located in the Technology Infrastructure Support Unit (TISU) of the Infrastructure Operations Section (IOS) within the Service for Geospatial, Information and Telecommunication Technology (SGITT) at the United Nations Global Service Centre (UNGSC)/United Nations Information and Communication Technology Facility (UNICTF) in Valencia, Spain.
The incumbent will report to the Chief IOS or other designated officer.
Responsibilities: Within delegated authority, the Telecommunications Officer will be responsible for the following duties:
Manages the Unit of the mission; ensures that substantive work programmes and programmed activities are carried out in a timely fashion.
Develops strategies and oversees the design and implementation of major telecommunications systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that span regional field missions, or, where applicable all field missions.
Leads and directs the various teams comprising the Unit; may oversee activities for a discrete nature; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
Identifies the need for new systems (or modifications to existing systems) or responds to requests from customers; develops plans for feasibility assessment, designs, develops project plans, schedules, time and cost estimates and carries out implementations.
Develops the Unit's budget and ensures proper expenditure according to UN Financial Rules.
Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent information technology and telecommunications systems.
Manages telecommunications assets with respect to deployment, usage and redeployment.
Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison; ensures effective coordination with other UN Agencies in order to maximize possibilities of interagency collaboration in the field of telecommunications.
Performs other related duties as required.

Education High School diploma or equivalent is required.
Work Experience Experience in managing multiple technological layers of Internet of Things platform is required. Experience working in a UN field operation or similar multi-lateral or non-governmental organization is desirable.
Languages English and French are working languages of the United Nations. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
