We want to get on board an Installation Site Project Engineer who manages the commodity of Civil works & Installation & Commissioning for Signaling and Electrification in the Procurement Department (as Installation Category Manager).
AREAS OF RESPONSIBILITY Management of Civil works & Installation Commodities.
Manage (Sub)commodities globally and foster cross-functional alignment within the area of responsibility to ensure best in Supplier Data base structure and organization.
Define Commodity strategy and organization in alignment with respective Manager; Develop and implement installation service productivity programs/ measures to achieve the maximum contribution to the targets.
Internal Stakeholders: Direct and manage interdisciplinary work groups in which regional units will participate with the objective of achieving a sustainable increase in the competitiveness of the business unit.
Ensure PVO transparency globally by, amongst others, correct ESN coding to ensure a correct reporting and to derive an appropriate commodity strategy.
Commodity strategies and Pooling strategies: Define and implement strategies (based on conducted demand, market and supplier analyses) within the area of responsibility; evaluate and document in Commodity Strategy Master (CSM); communicate the strategies Support superior Pooling functions.
In countries where there is no Purchasing organization to bid and hire installation services, the Installation Category Manager will be responsible for the creation of the need (launching the requests for offers) to the contracting of the services, including final cost analysis for Civil works & Installation scope of works.
Comply with the KPIs related to the position (CNI, CTG and ANR).
Negotiations/Contracts: Define and implement negotiation concepts and strategies to maximize savings.
Negotiate, create frame contracts and Project contracts with suppliers; document contracts at Supplier Management Systems (SCM STAR) Management of Supplier Guarantee or Bonds.
e-Procurement: Foster usage of eProcurement tools (eRfX, eAuction/ eBidding).
Knowledge management.
Forward systematically all relevant Procurement related project information to keep all project participants up to date.
Risk and opportunity management.
Identify procurement risks, opportunities and market forces.
Evaluate financial risks within suppliers, sustainability, and single source mitigation plans
