JOB PURPOSEThe role holder will act as the Senior HSE Engineer/HSE Engineer on site during construction, commissioning, and startup phase of the project.
KEY ACCOUNTABILITIESEnsures compliance by all stakeholders with HSE requirements, ADNOC HSE Standards, and all relevant legislation and statutory requirements.Prepares weekly and monthly site HSE reports, including Lagging and Leading indicators for the package.Coordinates and facilitates working relationships with contractor and consultants in the execution of their contracts related to HSE activities.Advises and manages Contractors' site HSE personnel in carrying out the HSE critical tasks at site.Conducts and participates in critical meetings in terms of HSE as per the project HSE meeting schedule.Responsible for all documentation in relation to HSE and is required to keep all documentation and safety manuals up to date.Assists and cooperates with Package HSE Manager in pertinent matters related to HSE on site.Assists Package HSE Manager in preparing procedures for the project HSE programme.Ensures all personnel working in the project are trained in HSE induction and other training programs.Ensures the emergency response plan of the project is properly implemented.Ensures the project Permit to Work system is properly implemented at site and audits as per plan.Participates in the HSE Inspections, Camp Audits, and Project HSE audits.Performs regular site and other working premises visits along with IPMT team members.Ensures Contractors are focused on safe and effective execution of projects and holds them accountable for HSE performance plans.Participates in any other project mandatory trainings, workshops, and meetings as required.Conducts investigations as per the project and ADNOC HSE standards requirements.Ensures the Contractors' compliance with the project welfare requirements.Ensures the implementation of the project HSE plan in the project.Participates in Bi-annual HSE performance reviews of the contractor.Participates in incident investigations as required.Advises on HSE campaign design and implementation.QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLSMinimum QualificationBachelor Degree preferably in Engineering or Science from a reputed university.NEBOSH GC/IGC, Diploma in Safety/HSE, or any other HSE certifications.Lead auditor ISO 14001 or OHSAS 18001 or equivalent.Fluent in spoken and written English.Desired Training Courses: Behavioural Safety, Incident Investigation, Root Cause Analyses.Working knowledge of MS Office and applications.Minimum Experience & Knowledge & SkillsMinimum years experience in a senior HSE position, with at least 5 years in petrochemical industries.Knowledge of Technical and Construction HSE fundamentals.Professional CertificationsInternationally recognised Health and Safety qualifications (NEBOSH, IOSH, ISO 45001, Internal Auditor certifications).TECHNICAL COMPETENCIESHands-on experience in HSE Management Systems, HSE assurance, Aspect & Impact Studies, and Project Management.
