As the Regional Maintenance & Modernization Coordinator Office (RMMCO) Coordinator in Rota, Spain, you will play a vital role in overseeing and coordinating Alteration Installation Teams (AITs) during U.S. Navy ship maintenance periods. Acting as the primary liaison for RMMCO program functions, you'll manage scheduling, verify installation approvals, monitor AIT production, and ensure all technical documentation and system configurations are onboard. You'll report directly to higher authorities, preparing key metrics and recommendations, while working in compliance with Fleet Modernization Program policies, NAVSEA TECH SPEC 9090-310 series, and other critical Navy directives.
Essential Responsibilities:
Serve as the lead liaison for all RMMCO program functions, including technical management, planning, scheduling, and oversight of Alteration Installation Teams (AITs) during maintenance periods
Perform work in accordance with the Joint Fleet Maintenance Manual (CINCLANTFLT/CINPACFLT 4790.3), U.S. Navy Regulations (1990), and NAVSEA TECH SPEC 9090-310 series
Administer RMMCO functions for FDRMC Det Rota operations, including division planning, work procedures, material research, quality assurance verification, and technical reference data
Provide updates to the immediate supervisor regarding the scheduling and check-in of AITs, validate availability establishment, and ensure AITs are approved to execute installations
Verify AIT attributes in compliance with NAVSEA TECH SPEC 9090-310 series and assist industrial program managers in vetting incoming AITs
Consolidate completion and configuration reports for Fleet Forces Command (FFC) and Type Commanders (TYCOMs), confirming the operability of systems and equipment upon AIT completion
Monitor and report on scheduled Alterations not approved or considered high-risk, notify FFC/TYCOM, and track AIT production efforts to ensure cost-effectiveness
Oversee AIT delivery, ensuring technical documentation, system configuration, and spares (OBRP) are onboard
Supervise the performance of Pre-Installation Check Out (PICO) and monitor all AIT milestones
Report installation status, issues encountered, and recommendations regarding operation, installation, training, and logistics to higher authorities
Prepare reports, naval messages, correspondence, and inter/intra-agency MOUs/MOAs as necessary
Collect Return on Investment (ROI) metrics and provide feedback to the appropriate authority
Analyze trends in AIT installation efforts and provide recommendations for improvement
Conduct reviews of division work, offer guidance to new personnel, and provide technical training and assistance
Resolve conflicts and issues impacting RMMCO procedures and NSA policies
Minimum Requirements:
At least two years of recent RMMCO experience (within the last five years) involving industrial (AIT) coordination efforts with civil servants, military, and contractors
Thorough knowledge of Fleet Modernization Program policy and process, including specific publications such as General Specifications for Overhaul of U.S. Navy Ships (GSO) and NAVSEA TECH SPEC 9090-310 series
In-depth knowledge of the SHIPALT process and implementation
Familiarity with Integrated Logistics Support (ILS) requirements as they relate to AIT installations
Understanding of various Program sponsors and their respective equipment/systems
Must have an active secret US government clearance. Note: US citizenship is required to maintain a secret clearance
Preferred Qualifications:
Previous experience preparing and presenting technical briefings
Experience in resolving conflicts and providing solutions to improve RMMCO and NSA policies and procedures
Proficiency in preparing Inter/Intra agency MOUs/MOAs
Ability to analyze installation trends and provide metrics-based recommendations to improve processes
