The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Service Management Unit (SMU) within the Service and Information Security Management Section (SISMS) of the Service for Geospatial, Information and Telecommunication Technologies (SGITT) at UNGSC-UNICTF, Valencia, Spain. The Incumbent will report to the Chief Service Management Unit or other designated officer.ResponsibilitiesThe Information Systems Officer may be responsible for the following duties:Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or participates as a member of a development team with responsibility for major components of the more complex systems.Develops detailed system and other functional specifications and user documentation for major systems.Provides specialized data-related advice to users, analyzing users' requirements and translating these into business outcomes.Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, including resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems.Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.Develops training materials, operating and user manuals; trains staff in assigned systems.Develops disaster recovery plans and ensures appropriate planning and training of those responsible.Researches, analyzes and evaluates new technologies and makes recommendations for their deployment, especially in the area of data services.Participates in generating and writing reports and papers on systems-related topics, system requirements, information strategy, data strategy, etc.Facilitates communications between UNGSC/SGITT and its clients for good client relations.Supports the development of Service Level Agreements (SLAs) between the client and UNGSC/SGITT, for data-related services or general technology support, including any charge back mechanisms.Manages the implementation of changes to data systems and leverages data to drive business solutions in compliance with data governance, protection, privacy, and security requirements.
