Significant professional experience in a commissioning or area manager role, including Completions and Commissioning of complex installations. Management, influence, and communications skills to establish and communicate the systems required for successful execution of the commissioning and turnover scope. Significant contractual and technical experience, as well as a solid foundation in project completion management practices. Experience managing a diverse group of technical, project, and operating personnel. Understanding of EPC, EPCM, Works Contractor Contracts with regards to Completions and Commissioning. The incumbent will be able to develop a planned and structured delivery to the Facility Operator that starts during the early project stages and seamlessly progresses through the Pre-construction, Design/Engineering, Procurement, Construction, Pre-commissioning & Commissioning and Turnover phases.

Key Job Responsibilities: Ensure the verification of KPI during the entire project activity and provide periodic review of the regional portfolio of projects commissioning and turnover status. Supervise the development and implementation of a detailed execution plan for non-energized and energized testing activities, including schedule and budget fully integrated with the project schedule and budget. Accountable to deploy to the project an electronic turnover database and steward document review following established turnover processes. Responsible to progressively audit general contractors to verify adherence to project, industry, and job-specific requirements. Liaise with Construction Manager, RME, and Facility Operations to define and implement the project turnover philosophy. Accountable to drive general contractor progress to completion of construction and commissioning work fronts, including field construction, commissioning documentation, and deficiencies. Organize and lead the final walkdowns of systems, responsible for Punch list creation and categorization and verification of completion of punch items where necessary (risk-based). Support groups like Regulatory, Document Control, Quality Assurance, Field Engineering, Construction Project Engineering, and RME/Facility Operations for technical interface and issues resolution. Coordinate the preparation of the detailed area commissioning plans. Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same. Constantly monitor to identify and communicate to the Construction team on any priority areas of work to accomplish smooth commissioning activities. Responsible for the overall Commissioning team and to oversee the recruitment, mobilization, training, supervision, and de-mobilization of personnel. Responsible for the safe and timely execution of all Commissioning activities and integration of these activities with both Project and Operations. Responsible for managing interfaces with Construction and Commissioning Managers and their respective teams. Coordinate with Design and RME to ensure that Commissioning deliverables are met. Ensure Commissioning input into PO's for meeting Completions and Commissioning requirements. Responsible to ensure that all documentation relevant to the Construction and Commissioning phase is received by the Project, including O&M manuals, Training materials, Engineering databases for O&M systems upload, spares lists, and spares. Responsible for the coordination of vendor/supplier representatives required during Commissioning. Responsible for the development and communication of the requirements and timing for materials, resources, and external services for Commissioning and ensures these requirements are secured. Work closely with the Project Team and PMO to ensure the requirements for the Commissioning phase are clearly communicated and understood. Lead daily and weekly progress review meetings.
