Summary You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the QA Department of FWD DEPLOYED REG MAINT CTR DET ROTA.
This position will monitor the nondestructive testing (NDT) and welding programs of contractor performed maintenance, and will train and certify FDRMC personnel to oversee the contractor performance of the NDT and welding processes.

Duties You will develop quality control measures for non-nuclear work (analysis of nondestructive testing or welding, steam plant cleanliness, calibration processes for specialized equipment, certification of work review operations).
You will identify quality improvements based on lessons learned from audits, investigative analyses, or special studies.
You will analyze nondestructive testing (NDT) or welding operations to develop quality control measures for certification of non-nuclear work.
You will monitor contractor performance against contract specifications (e.g., pipe fitting, welding, coating and corrosion control, hull structure fit-up).
You will evaluate shipyard instructions, procedures, and processes for compliance with radiation safety program requirements and policies.
Requirements Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.

This is an overseas position.
You will be subject to and must be able to satisfy the overseas requirements.
This position may require travel to places within and outside the contiguous United States.
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement.
Must be able to obtain and maintain a U.S. Passport.
May be required to obtain a VISA dependent on the overseas country's laws/regulations.
You will be required to sign the Statement of Understanding for Overseas Employment.

You will be required to successfully complete a pre-appointment physical examination.

You must be certified as a Career Field Production, Quality and Manufacturing Level I.
This position is considered Key/Emergency-Essential.
You will be required to complete ethics orientation within three months of appointment.
Incumbent must satisfactorily complete ISO 9001:2000 Quality Management Systems or form Lead Auditor training.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Managing the training and certification program for non-destructive testing (NDT) processes.
Evaluating contractors' repair processes by using inspection techniques in nondestructive testing (NDT) and allied manufacturing processes.
Monitoring and maintaining the quality of products or services in quality assurance, inspection, production, or related areas of shipbuilding.
Using specialized inspection and test equipment to complete inspections on hull, mechanical, electrical and marine machinery systems.
Analyzing contractors' NDT and radiation safety for conformance to requirements.
