The Business Development Division is in charge of the identification of new business opportunities (technical assistance projects funded by the EU and other donors) and of the preparation of the bids to respond to tender procedures.
The Project Manager will work under the supervision of the Head of Unit, will be based in Madrid and will be integrated in the Infrastructure Unit.
RESPONSIBILITIES AND ROLE The incumbent will participate actively in the preparation of international donors' Infrastructure tenders across regions and topics, in coordination and supervised by the Senior PM and Head of Unit.
His/her competencies and duties should include: Business Development: Identification of business leads and follow-up.
Tracking client requests for services (i.e.
analysis of donors' strategic action plans/ national indicative programs, maintaining working relations with clients, both at headquarters and in field offices).
Conduct field identification missions in the region.
Negotiating terms and conditions of co-operation with partner institutions (pre-bid agreement, consortium agreement and services contract agreement).
Preparation of expressions of interest.
Bid Management: Conducting desktop and field research as part of the technical proposal drafting process.
Managing the preparation of technical proposals and ensuring consistency of different contributions both content-wise and in terms of editing/format.
Developing work plans and ensuring progress towards the successful drafting of technical proposals by co-ordinating and ensuring proper communication among consortium partners, co-workers and bid writers.
Preparing project budgets and financial proposals.
Ensuring compliance with administrative requirements, in accordance with the client's tendering procedures.
Ensuring contract processing proceeds smoothly and contracts are appropriately handed over to the Project Management Division (PMD).
Experts' Recruitment: Support Expert Search and Identification in coordination with the Expert Centre.
Overseeing the recruitment of external consultants and negotiating terms and conditions of co-operation with experts.
Screening of candidates through Teams / skype / telephone / face to face interviews.
Technical evaluation of the profiles against the Terms of Reference's requirements.
Negotiation of financial terms of the experts' contracts.
Preparation of the final CV, Golden Paragraphs, Non-Key Expert Tables, and other proposal documents and inputs related to the team of experts.
Supervise formal and administrative aspects of expert workload (supervision of supporting documents submitted by the experts and gathered / ordered by the administrative staff).
Reporting and a high degree of autonomy, under the supervision of the Head of the Infrastructure Unit.
TRAINING AND EDUCATION Essential University degree in Engineering, Economics, Sustainable Development, International Development, International Relations, EU studies, Political science or equivalent; Desirable Post-graduate degree in international development with emphasis on infrastructure, environment, climate change, energy or related fields.
LANGUAGE SKILLS Essential Excellent command of English (at least C1 level), both oral and written.
Command of French (at least at B2 Level).
Desirable Knowledge of Spanish.
PROFESSIONAL EXPERIENCE Essential A minimum of 3-year previous working experience in business development, preferably in the preparation of technical bids for donor-funded tenders, ideally for EU-funded technical assistance projects or grants.
Proven experience of successful preparation of large international development tenders.
Experience in conceiving, structuring, and writing technical proposals and methodologies in English and French.
Very strong organisational skills and the ability to manage multiple tasks concurrently.
Ability to meet strict deadlines and adapt quickly to changes under pressure.
Excellent computer skills, particularly word, excel and power-point, knowledge of maintaining and managing databases a plus.
Excellent communication skills, keen on working in a team.
Desirable Technical experience in the fields of infrastructure, transport, energy, climate change, natural resources or similar.
Familiarity with the EU institutions and policies an advantage.
Familiarity with the EU procedures and regulations (PRAG).
Experience in Project Management in the field.
Location: Madrid/ hybrid remote working.
Freelance contract, with other locations, is also possible.
