The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. This post is located in the Regional Programme Division, Madrid Duty Station and covers Spain, Portugal, and Andorra. The incumbent will be under the direct supervision of the Head of Office, Madrid. Within delegated authority, the Programme Management Officer will be responsible for the following duties:
Responsibilities
• Participates in the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive support to consultative and other meetings, conferences, etc., to include agenda development, identifying participants, preparation of documents and presentations. • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities. • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget). • Shares information on available UN-Habitat reports and tools with national and local government partners. • Promotes knowledge management through good practices and supports reporting to donors, UN System and Government. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented. • Undertakes other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in urban management, urban and regional planning, business administration, management, economics, social sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job - Specific Qualification
Work Experience
A minimum of five (5) years of progressively responsible experience on human settlements issues with recent direct experience in the formulation and implementation of human settlements programmes and projects is required. Experience in the development of technical cooperation programmes and projects (identification, formulation, appraisal, implementation, and evaluation) is desirable Work experience developing policy approaches and strategic plans for the implementation of human settlements projects is desirable. Experience working in collaboration with several partners and structures at the national and local level is desirable. Experience carrying out representational activities is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English and Spanish is required. Knowledge of another official UN language, or regional local languages, is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand), and " Knowledge of" equals a rating of " confident" in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a project post. Appointment against this position is for an initial period of one (1) year and may be subject to extension.
