Duties Responsible for the operation of local and remote main generators with different megawatt capacities, depending on the power plant(s) to which assigned. Responsibility for the operation of related turbines, governors, switchyard and associated auxiliary equipment. Performs power plant operations by utilizing Supervisory Control and Data Acquisition computer system to start, stop, synchronize, and change generation and voltage levels on multiple units at various hydroelectric power plants. Continually observes all instruments and equipment in the control room, maintaining awareness of the condition of generating equipment and transmission lines. Monitors a computer based network alarm system for essential equipment at the local and remote plants. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Non-Sensitive (NS)/Low Risk, No Access Security Clearance Required Incumbent is required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program". Serves as the senior employee at the plant on night, weekend, and holiday shifts and follows standard operating procedures for plant operation. Position requires a pre-employment physical exam due to the physical requirements of the position. Incumbent must be able to lift and carry objects up to 45 pounds. Position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment. This position requires occasional travel outside the normal duty locations for training activities, operational familiarization of other power plants, local control of other power plants and other activities. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Senior Controller without more than normal supervision. Have the ability to perform common power-plant switching orders and emergency operating procedures. Can utilize remote control consoles to test energizes transmission lines and place reclosers in or out of service. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Work tasks require that the incumbent be capable of rapid simultaneous mental and muscular coordination in conjunction with hand and eye coordination to operate switches and controls in accordance with meter indications. To respond to emergency situations, incumbent must be able to lift and carry objects up to 45 pounds, climb several flights of stairs in succession, stand, sit, or kneel for prolonged periods of time. To use power plant communications, the incumbent must have normal speech and hearing. To recognize color coded instrument indications, normal correctable vision and color vision are required. WORKING CONDITIONS: Most duties are performed within the confines of Master Power Plant control room. Occasionally duties may be assigned on the generator and turbine floor, spillway and switchyard. Some exposure to moderate discomforts such as noise, heat, cold, moving, and rotating equipment can be expected. This position requires occasional travel outside the normal duty locations for training activities, operational familiarization of other power plants, local control of other power plants and other activities. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
