OpenEU, the pan-European open university, brings together eight leading European open and distance universities and two on-campus universities engaged in digital transformation to become the European Universities Initiative's main asset for accessing, using, and exploring digital education knowledge and knowhow in the EHEA.
Harnessing the powers of digital technologies and representing over 368,000 non-traditional students and lifelong learners, OpenEU is propelled by its mission to establish the learner-centred, inclusive, digital and green European open university, widening access to higher education and lifelong learning to all, from anywhere.
With the support of the European Commission, under the Erasmus+ European Universities Programme, OpenEU will implement a 4-year project to establish the pillars of the first Open University at a European scale.
The UOC, as coordinator of the OpenEU Alliance, is responsible for the management and monitoring of the project, and it is looking for a Management Officer to join the OpenEU Secretariat, an institutionalised cooperation instrument created by the OpenEU consortium based at UOC for the 4 years of the project.
We are seeking to recruit an OpenEU Quality and Management Officer that will be under the direct supervision of the Open EU Secretary General and work in strong relation with the alliance coordinator, the Commissioner for International Action at UOC, and all the partners of the OpenEU Alliance. The selected person will be responsible for the daily, effective, and efficient management of the project, including its technical and financial management, ensuring the quality of the project outputs and deliverables. Additionally, the selected person will support the other partners in the project management, coordinating the activities of a decentralized office that will include representatives from all project offices of the beneficiary entities.
The selected candidate will join the UOC and become part of a dynamic, multidisciplinary team with significant international exposure, as her/his role will involve providing support to the European entities that are part of OpenEU.
Responsibilities:
Plan and track project expenditure and change management (budget management, technical support in project planning, feasibility analysis, budget redefinition if necessary, support in amendments, adjustments and responses to requirements, and assistance in preparing financial reports and internal audits).
Provide support in the management of the OpenEU alliance and report regularly to the OpenEU Secretary General.
Support all Work Packages to ensure that all the deliverables and outcomes meet OpenEU quality standards and the compliance requirements with the standards of each territory, as well as the requirements of the European Commission.
Support the implementation and monitoring of the OpenEU Quality Assurance plan, the Internal Quality Assurance System (IQAS) and the Ethical and Green Digital plan.
Monitor the project work plan, risk management, activity reporting, and contract management for grant and consortium agreements.
Participate in consortium meetings and provide support to other alliance partners on project management issues.
Perform tasks related to document registration, maintenance, and closure.
Schedule and monitor the delivery of scientific-technical and financial, when required.
Ensure compliance with OpenEU policies as well as the European Commission's regulations and guidelines.
Search, identify, analyze, and report on funding sources and calls for proposals aligned with the strategic directions identified in the project, contributing to the sustainability of the alliance.
The successful candidate will be awarded a temporary full-time contract linked to a project, until the 30th November 2028 with immediate incorporation expected.

The reference headquarters will be located at 22@, Rbla. Del Poblenou, 156, in Barcelona. You will also have the possibility of teleworking, depending on organisational needs and the nature of the tasks. However, for legal reasons, it is essential to reside in Spain and hold a valid work permit.
Minimum Requirements:
Proven experience of at least 3 years in the management and coordination of European (Erasmus+, European framework programmes) proposals and projects.
Knowledge of European and international education and R&I funding programs.
Proficiency in office software at an advanced level.
Strong communication skills, both written and verbal, in English.
Organizational and time management skills (ability to manage multiple projects simultaneously while ensuring deadlines are met).
High level of initiative and resilience.
Teamwork and interpersonal skills.
Flexibility to travel as needed to participate in project events and meetings.
