The expected award timeframe is Fall 2025.We are seeking an experienced Occupational Safety and Health (OSH) Specialist to provide contractor oversight, ensuring compliance with Occupational Safety, Health, and Environmental (ESH) requirements, including Navy Competent Person (NCP) duties, for Navy ship repair and maintenance operations.Essential Responsibilities:ESH Program Management: Assist in organizing, coordinating, and implementing a comprehensive Occupational Safety, Health, and Environmental (ESH) program at FDRMC Rota.Safety Oversight: Serve as a subject matter expert in OSHA regulations, NFPA codes, EPA regulations, and industry safety standards.Specialized Safety Programs: Manage safety programs including Respiratory Protection, Fall Protection, Ergonomics, Traffic Safety, Medical Surveillance, and Energy Control.Risk Assessment: Conduct risk assessments for production work, evaluating potential hazards using Operational Risk Management principles.Mishap Investigations: Participate in mishap investigations to determine causal factors and recommend corrective actions to prevent reoccurrence.Workplace Inspections: Conduct industrial inspections in FDRMC facilities, identifying unsafe conditions and recommending corrective actions.Record Keeping & Reporting: Maintain records of inspections, mishaps, and safety data; generate weekly, monthly, and quarterly reports on safety performance and corrective actions.Safety Training: Develop, deliver, and manage safety training programs on various topics, such as confined space, hot work, electrical work, and fall protection.Confined Space Program Support: Assist in the Gas Free Engineering/Confined Space program, ensuring compliance with safety protocols and proper documentation.Compliance & Documentation: Ensure compliance with environmental and safety standards outlined in contractual documents.
Assist in preparation and management of Safety Management System (SMS) documentation.Minimum Requirements:At least 2 years of experience in Occupational Safety and Health, with a focus on industrial or military environments.Navy Competent Person certification or the ability to obtain certification within 6 months of onboarding.Working knowledge of Navy Safety and Occupational Health Manual (OPNAV M-5100.23).Knowledge of OSHA General Industry Regulations (29 CFR 1910), OSHA Maritime Regulations (29 CFR 1915), and NAVSEA Technical Publications related to industrial ship safety and fire prevention.Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).Strong communication skills, including the ability to interact with senior military officers and civilian managers.Ability to conduct ship visits and inspections on a daily basis.Must have an active secret US government clearance
