SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for over 40 years, has provided assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water, and shelter. Particularly committed to the fight against diseases linked to unsafe water, SI's interventions provide expertise in the field of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – totaling 3200 people, including expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities in Mueda. SI is currently implementing activities across the whole Cabo Delgado province, especially in Mueda, Nangade, Muidumbe, Palma, and Mocimboa da Praia districts. In 2024 and 2025, SI Mozambique focuses on integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, and Non-Food Items, thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, and AERMC.
General objective: The Program Manager - Capacity Building is responsible for supporting and overseeing 2 national WASH PMs in implementing and achieving the objectives defined in the proposals. The Program Manager is also responsible for capacity building of the 2 national WASH PMs according to the established Individual Action Plan. He/she is responsible for amending and updating the Individual Action Plan according to the capacity building plan.
The Program Manager is responsible for reinforcing thematic workshops for PMs and AMs, including project cycle management, SI's monitoring tools, and involvement in concept note and proposal preparation, such as taking part in required assessments for program strategic purposes, including preparation of new proposals.
The Program Manager is responsible for monitoring the quality of work led by the 2 national WASH PMs and AMs to guarantee the proper execution and quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.
The Program Manager ensures the quality and timely updating of SI internal monitoring and communication tools, including APU, OFU, Procurement tools, and reporting tools by the 2 national PMs.
The Program Manager will ensure the effectiveness and transparency of SI resources utilization managed by the 2 national PMs.
The main challenges: Quality of activities.Strengthening collaboration with local authorities with the support of the Field Coordinator and WASH Cluster with the support of the WASH Coordinator.Timely updating of the workplan for the entire project timeline, including OFU, APU, and required reports.Security constraints: The security context can change quickly, but at the time of writing, day-to-day security monitoring is ongoing.
SI WILL OFFER YOUA salaried position: According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by SI). To these break periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package that refunds all healthcare expenses (including medical and surgical expenses, dental care, and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS: Guest House & office are in the same premises, but with separate areas.Living conditions are simple.Individual bathroom in all bedrooms.There are occasional power and water cuts; however, a generator serves as a backup.AC installation is ongoing under the Logistics process.Good Internet coverage (Starlink).Some activities are available on weekends, such as football and volleyball with locals and staff members.If the security situation allows, weekends in Palma at a resort with a restaurant and swimming pool are possible. In Palma district, there are NGOs in the area, so socializing with other expats is possible.A curfew is set at 8 pm but is subject to change according to the security situation at any time.Expats can walk in validated areas of Mocimboa town, including markets, during the day.Walking after sunset is not allowed, but trips to shops by car within the same curfew time are permitted.There are monkeys as part of community members roaming around for mango and other fruit trees in the courtyard.Fresh bread is delivered every morning upon request during working days at 6:30 am. A cook will prepare lunch and dinner during working days.Some local restaurants are available for dining or take-away.Do you recognize yourself in this description? Education / academic background: Minimum Bachelor's degree in Civil Engineering, Environmental Health, or other related fields. EXPERIENCE IN THE HUMANITARIAN SECTOR: 3-4 years
EXPERIENCE IN SIMILAR POSITIONS: 3-4 years Specific skills and experience: TECHNICAL SKILLS Proven experience in capacity building for national staff on WASH project management. TRANSVERSAL SKILLS 1. At least 3 years of experience working within humanitarian environments, including 2 years in WASH or emergency response in a similar size/context base.
2. Leadership among the team.
3. Skills in humanitarian context analysis.
4. English or Portuguese report writing skills.
