Job Description
Be up to date on all the projects and tools which are implemented or are under implementation within the Office's Cooperation Service.
Manage projects to support the Office's actions in IP offices.
Ensure the project helps to support the organisation's wider goals.
Develop and manage a detailed project schedule, identify key milestones, and outline budget-ensuring compliance with agreed tolerances (time, cost, benefits, risks, quality and scope).
Identify dependencies in the life cycle of the projects and interdependencies with other projects implemented at the same time.
Manage budget execution of the projects, monitoring the expenditure and costs against delivered and realized benefits as the project progresses.
Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organisation.
Guide the team in charge of project activities and review their deliverables.
Participate in functional working groups and progress meetings.
Maintain stakeholder engagement and communication.
Estimate costs and timescales for the successful completion of each project to agreed terms of reference.
Prepare and maintain project and quality plans and track activities against the plan and provide regular and accurate reports.
Monitor costs, timescales and resources used, and take corrective actions where these deviate from agreed tolerances. Ensure that delivered systems and / or projects are implemented within these criteria.
Manage the change control procedure gaining agreement for revisions to the project from project sponsors.
Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience
Qualifications
Minimum 8 years of professional experience
Minimum 4 years of experience in project management with a project management methodology (e.g. Prince2 or equivalent) in IT software development.
Experience with quality procedures
Proven experience with project management tools.
Use of the project management tool : Clarity PPM and / or JIRA (or equivalent).
Proven experience as Project Manager using leading methodologies and standards including MSP and Prince2 (or equivalent).
Good reporting methods.
Excellent problem-solving ability.
Ability to apply high-quality standards to all tasks.
High leadership and organisation skills.
Proven ability to speak, write and read fluently in English (C1). For the deployed resources in Europe, they must speak the language of the national office at a native level (C2).
Ability to participate in multilingual meetings, good communication skills.
Ability to give effective presentations.
Capability of working in an international / multicultural environment, rapid self-starting capability and experience of working in a team, as well as understanding the needs, objectives and constraints of those in other disciplines and functions.
Ability to command respect and to create a sense of community amongst the members of the project teams.
