Summary: You will serve as an INTERDISCIPLINARY ENGINEER/ARCHITECT in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), Resident Officer in Charge of Construction (ROICC), or Officer in Charge of Construction office of NAVFAC ROICC ROTA.Responsibilities:Brief management and staff to clarify planning and construction plans.Collaborate with representatives from government agencies to share information or coordinate intelligence activities.Draft technical proposals to present to senior-level management.Negotiate construction modifications to ensure agreements satisfy the interest of the Department of Defense (DoD) facility programs.Develop engineering project scopes to ensure projects are justifiable and support the mission and operational requirements of the command.Represent an organization's position at technical meetings.Requirements: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:Performing construction management and construction engineering for alterations, repair, and new construction of a broad range of facilities;Preparing construction cost estimates in support of contract negotiations;Reviewing and approving all contract technical submittals (e.g., design drawings, product selection, environmental protection plans, schedules, and/or quality control plans);Monitoring construction contractor quality and safety programs by conducting site visits;Analyzing construction metrics to determine trends for corrective action.Note: This information must be supported in your resume to be considered for this position.

If registration has not been obtained, then it is expected that the minimum education and professional experience requirements have been met.Incumbent must also be able to achieve Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in the Facilities Engineering (FE) career field and meet the subsequent requirements for Continuous Learning Points (CLPs).
