.The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the United Nations Global Service Centre (UNGSC)/United Nations Information and Communication Technology Facility (UNICTF) in Valencia (Spain) within the Office of the Chief, Service for Geospatial Information and Telecommunications Technologies (SGITT). The incumbent will report to the Chief, Technology Development, Design and Planning Section (TDDPS).ResponsibilitiesWithin delegated authority, the Information Systems Officer will be responsible for the following duties:Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.Develops detailed system and other functional specifications and user documentation for major systems.Synchronizes and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems in direct support of current and future operations for enhanced situational awareness and better decision-making in field missions.Provides expert advice on complex systems analysis and design, particularly those related to sensors to enhance situational awareness and inform decision-making; identifies the need fornew systems (or modifications to existing systems) or responds to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.Draft policies and guidelines, particularly to strengthen the regulatory framework, governance and management of unmanned aerial, land-based, underwater and water surface systems and counter-unmanned aerial systems across all spectra of their use; develops courses and necessary training materials, operating and user manuals; trains staff in assigned systems.Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation
