HQ EU STOCK OFFICER (BASED IN BARCELONA) GENERAL CONTEXT Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
GENERAL OBJECTIVE Planning and supervising the execution of Stock Management activities in the HQ storage according to MSF protocols and standards in order to ensure the optimal functioning of the stock.
MAIN RESPONSIBILITIES Planning and supervising on a day-to-day basis the Stock Management activities, ensuring compliance with MSF standards, protocols, and procedures.
These activities include but are not limited to the following: Physically and administratively managing medical and non-medical stocks in conjunction with the stock owners and assuming responsibility for the warehouse and its contents.
Ensuring that all necessary tools and management procedures are in place to avoid stock ruptures, losses (expiries, damages due to bad storage conditions, temperature breach), and excess stocks.
Regularly checking inventory levels (physical counts), keeping inventories up to date, and monitoring consumption.
Checking, recording, and arranging the goods received and ensuring the availability of a wide range of items for various projects and departments (medical supplies, food, spare parts, tools, equipment, etc.).
Ensuring that all items are well organized and correctly stored according to their specificity, well protected, fully identified, and easily accessible (cleanliness, security, access, etc.).
Performing delegated tasks according to his/her specialty and as specified in his/her job description.
SPECIFIC TASKS Receive orders from the field and clarify the needs with the mission (with Logco).
Mainly telecom, identification, and watsan items, but also medical and administrative items.
Link with the travel department to identify staff traveling to the missions and coordinate extra luggage in the flights.
Contact expatriates to organize pick up/delivery.
Coordinate with the EU members (tesaco/finoco/TeloUE) support if there is any other material to send to the mission.
Prepare the material and pack them in boxes according to shipping requirements (DHL/MRW/pick up at BCN office).
Issue the shipping documents: certificate of donation, packing lists, and AWB.
Coordinate with procurement unit and reception team the shipment with the transport companies.
Follow the expeditions and support in case of incidents during transport (delays/losses).
In case of pick up in BCN premises, coordinate with the reception team.
Provide information and security briefings to the expats before departure.
Track SN, IMEIs, and SIM card numbers of the items sent to the field.
Request IT for activation of devices.
Keep missions informed about the ETA of the materials and estimated availability of their back orders.
Maintain frequent communication with the field to establish priorities.
Link with the procurement unit, MSF LOGISTIQUE, and other suppliers to launch orders to replenish stocks and follow up on open orders and delivery times.
Control the order reception from MSF LOG and procurement unit and raise any claim in case of issues.
Physical organization of boxes in the stock according to family of items.
Organize the return of the material during mission closures: book shipments with transport companies or expats and do close follow up.
Control the reception of the returned material and link with IT for cleaning and resetting.
Organize return from the field of telecom items to be repaired.
Link with IT department or procurement unit to launch reparations.
Perform regular inventories and report to upper management on stock levels and issues.
SELECTION CRITERIA Secondary education, (Degree in Logistics, Supply Chain Management as technical engineering is a plus).
Good command of Spanish and English.
Proven experience in Transport, warehouse, or Stock management is an asset.
Previous experience working in a humanitarian context is an asset.
Strong understanding of stock control processes, including inventory tracking, record-keeping, and replenishment strategies.
Autonomous.
Previous experience with MSF is an asset.
CONDITIONS Position based in Barcelona.
Permanent position with a minimum moral commitment of 3 years.
Part-time job (50% of the working time).
Annual gross salary: €29,448 (divided into 12 monthly payments) in FULL-TIME + secondary benefits based on MSF OCBA Reward Policy.
