The Business Development Division is in charge of the identification of new business opportunities (technical assistance projects funded by the EU and other donors) and of the preparation of the bids to respond to tender procedures. The Project Manager will work under the supervision of the Head of Unit, will be based in Madrid and will be integrated in the Infrastructure Unit.
Responsibilities and RoleThe incumbent will participate actively in the preparation of international donors' Infrastructure tenders across regions and topics, in coordination and supervised by the Senior PM and Head of Unit. His/her competencies and duties should include:
Business Development: Identification of business leads and follow-up. Tracking client requests for services (i.e. analysis of donors' strategic action plans/national indicative programs, maintaining working relations with clients, both at headquarters and in field offices). Conduct field identification missions in the region. Negotiating terms and conditions of co-operation with partner institutions (pre-bid agreement, consortium agreement and services contract agreement). Preparation of expressions of interest.Bid Management: Conducting desktop and field research as part of the technical proposal drafting process. Managing the preparation of technical proposals and ensuring consistency of different contributions both content-wise and in terms of editing/format. Developing work plans and ensuring progress towards the successful drafting of technical proposals by co-ordinating and ensuring proper communication among consortium partners, co-workers and bid writers. Preparing project budgets and financial proposals. Ensuring compliance with administrative requirements, in accordance with the client's tendering procedures. Ensuring contract processing proceeds smoothly and contracts are appropriately handed over to the Project Management Division (PMD).Experts' Recruitment: Support Expert Search and Identification in coordination with the Expert Centre. Overseeing the recruitment of external consultants and negotiating terms and conditions of co-operation with experts. Screening of candidates through Teams/Skype/telephone/face-to-face interviews. Technical evaluation of the profiles against the Terms of Reference's requirements.
