SummaryThis position is located at Commander, Naval Activities Spain, Naval Station Rota, Spain.
Serves as the Installation Program Director for multiple Fleet and Family Readiness codes, including Child and Youth Programs; Morale, Welfare and Recreation (MWR); NAF Support Services and Galley Operations for Naval Station Rota, Spain and the National Support Elements of Valencia, Madrid and Lisbon, Portugal.DutiesPlanning, Programming and Organizational ManagementDevelops specific policies and procedures on a wide range of subjects to guide and manage programs, including budgets, marketing, accounting, staffing, training, procurement, and facility planning.Provides leadership for the Fleet Readiness program; implements policies and directives from the command and adapts those policies to meet the needs of COMNAVACTS Rota, Spain.Develops operating criteria and techniques for stimulating and maintaining interest in all customer activity areas.Develops and updates a MWR Master plan that addresses overall program scope, including Mission Sustaining Programs, Community Support Activities, and Business Activities.Plans for and budgets available appropriated (APF) and non-appropriated (NAF) funds to optimize revenue while reducing expenses.Initiates and develops the department requirements for personnel, programming, equipment/supplies, and the construction/renovation of facilities.Develops and implements new and advanced business operations techniques to achieve organizational goals.Coordinates with Commander, Navy Region EURAFCENT N9 program managers to facilitate support services and oversight.Exercises overall supervision and responsibility for over 350 personnel and 12 facilities.Supervisory ResponsibilitiesDirectly supervises five (5) senior management personnel responsible for various functional areas within the Fleet Readiness Directorate.Manages manpower assigned to the directorate; responsible for effective workforce structuring and resolving grievances.Employs aggressive EEO/Affirmative action initiatives to meet departmental objectives.Actively supports EEO philosophies regarding selection, assignment, and advancement of employees.Institutes management practices to stabilize employee retention and improve morale.Resource Management and ProcurementPrepares and updates a comprehensive out-year (5 years) budget, including a capitalization plan for all fleet readiness activities.Identifies and updates facilities' improvement programs and associated budgets.Monitors and reviews obligations, expenditures, and funding requests.Advises Commanding Officer on the status and availability of funds.Ensures financial data is submitted and recorded into the AIMS SAP Central Accounting System.Services and ProgramsInitiates and directs market research studies along functional program lines.Continuously evaluates management procedures and departmental programs.Coordinates overall facilities and programs operational policies.Maintains knowledge of business management practices and laws required to manage fleet readiness activities.Acts as a collaborator and integrator of all quality-of-life programs on the installation.RequirementsConditions of EmploymentMust pass all applicable records and background checks.Occasional travel of less than 25% may be required.QualificationsKNOWLEDGE REQUIRED BY THE POSITIONAbility to apply principles, methods, and techniques of systems management.Knowledge of and ability to conduct/direct analysis and research efforts.Knowledge of and ability to develop comprehensive strategic plans.Knowledge of Federal financial source management.Knowledge of financial management including budgeting and procurement cost controls.Ability to utilize analysis in developing information for complex management actions.Ability to utilize complex information to base decisions that enhance the program.Knowledge of military recreation and quality of life initiatives.Ability to utilize leadership skills to develop and maintain a large workforce.Ability to direct solutions to complex problems.Knowledge of laws, regulations, and policies used by the Navy.Ability to communicate effectively orally and in writing.EducationThis position does not have a positive education requirement.Additional InformationSalary is dependent on experience and/or education.
