Position Title: Finance Support Officer
Duty Station: Valencia, Spain
Classification: Professional Staff, Grade P2
Type of Appointment: Fixed term, one year with possibility of extension

Context:Under the overall supervision of the Director of Information and Communication Technology (ICT) and Head of Strategy, Resource Management and Governance, under the direct supervision of the Senior Resources Management Officer for ICT and close coordination with ICT Programme Managers, the Finance Support Officer will be responsible and accountable for supporting the programme execution and monitoring the budgetary, financial, supply chain, human resources and administrative functions for the operations of IOM's global Migrant Management Operational Systems Application (MiMOSA) and other projects as assigned.
Core Functions / Responsibilities:Provide support to the Senior Resources Management Officer (SRMO), in close collaboration with Programme Manager, in monitoring and overseeing the day-to-day resources management functions, including budgetary, financial, supply chain, human resources and administrative functions of the assigned projects in accordance with IOM regulations and established procedures as well as specific donor requirements.Draft relevant project documents and budget development analysis as part of project development process. Support in project implementation as well as financial management, including monitoring, unit reporting and coordinating on donor financial reports.Provide support in conducting a resources planning analysis including workforce planning and staff projectization plan.Undertake financial analysis of programmes/projects assigned. Conduct cost analysis and analyse variances between budget and expenditures. Recommend action to prevent projects from going into deficit.Ensure that accounting data are properly entered into the Enterprise Resource Planning (ERP) system, in accordance with IOM's financial rules, regulations and practices.Support and monitor human resources management and supply chain processes of the assigned projects.Monitor the invoicing processes to ensure timely submission of invoices/credit notes by vendors.Participate in reviewing existing systems and procedures and recommend possible improvements.Perform such other duties as may be assigned.Required Qualifications and Experience:Education:
- Master's degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.
Experience:
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures;
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
Skills:
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
Languages:
IOM's official languages are English, French, and Spanish. Fluency in English is required (oral and written). Working knowledge of another official UN language is an advantage.
