Job Description Technical and Practical Knowledge and Experience: Minimum of 3 years on Department of Navy or other Department of Defense construction projects as an Engineering Technician, Contracting Officer's Representative, or designated contractor key personnel (e.g., Superintendent or Quality Control Manager).
Tasks: Extensive experience, ability, and understanding of facility construction concepts, principles, and practices applicable to civil, mechanical, electrical, and/or environmental projects. Ability to understand and review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes to the contract documents. Thorough knowledge of construction practices and methods with demonstrated construction and/or construction management experience. Ability to read, write, and speak fluent English to report on progress and outcomes of technical assignments and present recommendations to government personnel. Extensive experience in monitoring construction, maintenance, repair, and alteration projects to successful and timely completion with respect to schedule and budget. Training and knowledge of Primavera scheduling software and/or other construction scheduling software packages as desired. Ability to perform strenuous activity outdoors in extreme heat or cold, work in confined spaces, climb, and use fall protection equipment as required on this contract. Assigned Contractor employees must provide a medical certificate of physical qualification to demonstrate capability in performing tasks outlined in the PWS. Must successfully pass required security background investigation. Record of completion of the full 40-hour EM 385-1-1 Construction Safety Course (NAVFACSYSCOM or USACE); the 8-hour course is not an acceptable alternative. Extensive experience and ability in safety and occupational health principles, practices, procedures, laws, and regulations as they relate to engineering performance requirements. Requirements: Extensive experience, ability, and understanding of facility construction concepts, principles, and practices applicable to civil, mechanical, electrical, and/or environmental projects. Thorough knowledge of construction practices and methods, demonstrated through relevant construction and/or management experience. Fluency in English for reporting on assignments and presenting recommendations to government personnel. Experience in monitoring construction projects to successful and timely completion regarding schedule and budget. Knowledge of Primavera scheduling software and/or other scheduling tools preferred. Ability to perform strenuous tasks in outdoor environments and comply with safety regulations. Medical qualification certification required to perform tasks. Successful background investigation clearance needed. Completion of the 40-hour EM 385-1-1 Construction Safety Course is mandatory.
