NTU International A/S is leading a consortium for the implementation of the EU funded project called: Technical Assistance to Mobilise Stakeholders around Global Gateway Priorities in Nigeria and is searching for experts to support the core team during the implementation of this project. The primary objective of this contract is to support the effective mobilisation of stakeholders (Member States, development financial institutions, public and private sectors) around the Global Gateway priorities in Nigeria, including, but not limited to, digital economy, transport and health as well as cross cutting thematic such as innovative financing, business climate and governance, through structured engagement and strategic intelligence gathering. Project Duration: The indicative start date is 03/03/2025 and the period of implementation of the contract will be 729 Day(s) from this date (indicative end date: 02/03/2027). Location: Abuja, Nigeria. Digital Sector Expert (Cat. II): ?? Qualifications and skills: A master's degree (or equivalent) in a relevant field, such as Digital Economy, Information and Communication Technology (ICT), Business Administration, Economics, or International Relations. Strong analytical and strategic skills, with the ability to map investment opportunities and conduct market assessments in emerging digital economies. Proficiency in digital policy, digital transformation initiatives, and an understanding of ICT and regulatory frameworks within the context of developing economies. Competence in project management and stakeholder engagement, with the ability to navigate and align diverse interests within the EU and Nigerian contexts. Excellent communication, interpersonal, and negotiation skills, with the ability to influence high-level stakeholders and mediate discussions across public-private divides. Fluency in English is required. ?? General professional experience: At least 8 years of experience in the digital sector, with a strong track record in managing or advising on projects related to digital transformation, ICT infrastructure development, or digital policy implementation. Proven experience working within an international or multicultural setting, ideally with a focus on development projects in Africa or similar regions. Background in fostering collaborations between public institutions and private entities, with an emphasis on sustainable investment and digital economy initiatives. ?? Specific professional experience: Demonstrated ability to identify and evaluate investment opportunities within the digital economy, including in areas like e-governance, digital infrastructure, and technology-driven public services. Expertise in assessing regulatory and technical barriers to investment, with the capability to provide actionable insights for stakeholders to overcome these barriers and create an enabling environment for growth. Experience organizing and leading stakeholder engagement initiatives, including workshops, consultations, and policy dialogues, specifically within the context of trade and investment facilitation. Proven skill in developing sector-specific strategic roadmaps that outline key projects, investment prospects, and follow-up actions to mobilize public and private sector resources. A background in supporting or facilitating partnerships between EU institutions and host country governments, with an understanding of policy alignment processes, trade agreements, and investment protocols in the digital sector.
