Our client is a technology consulting firm that provides a comprehensive portfolio of solutions and services including innovation, customer experience, ERP, analytics, employee experience, cloud, workplace, and cybersecurity. These are designed to help organizations overcome challenges and achieve their goals.
CONTEXT/INTRODUCTION
The company, based in Seville (Spain), Ispra (Italy) and
Brussels (Belgium) will set up and host, in close collaboration with DG CNECT, the
European Centre for Algorithmic Transparency (ECAT). The ECAT has the objective to carry
out research and investigatory activities related to the obligations defined in the Digital
Services Act for very large online platforms and search engines. ECAT staff will make
extensive use of AI techniques for research and monitoring purposes. An external service
provider is sought for the implementation of artificial intelligence, machine learning and
natural language processing software in accordance to the needs of ECAT staff. This can
include prototypes contributing to scientific research projects, and also AI tools to be used
by ECAT staff to analyse data, for example in the context of monitoring activities. The
solution assignment may change over time, according to the needs and priorities of the
Centre.
DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Training of custom AI / ML / NLP models based on structured and unstructured
data (text, image, video) including fine tuning pre-existing / open-source models.
• Define the architecture, implement and maintain software solutions in the AL /
ML / NLP field, including through the use and adaptation of open-source
software packages.
• End-to-end development of AI-based software and tools, e.g., for
text/image/video analysis, from initial concept based on ECAT researchers
needs and requirements, to data collection, implementation and
documentation of applications ready for deployment in production.
• Provide subject matter expert technical support on AI / ML / NLP to JRC/ECAT
technical and scientific staff.
• Participation in technical working groups, progress meetings and meetings with
the users and other stakeholders.
KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
• Very good knowledge of python development, including ability to use frameworks and libraries for AI, machine learning, natural language processing.
• Knowledge and ability to create solutions based on modern machine learning architectures, such as transformer models, recommendation systems.
• Knowledge and ability to use and adapt open-source software solutions and AI models, including specialised libraries and APIs (e.g., huggingface
transformers).
• Ability to deploy the AI solutions built in operation environments, including awareness of best practices for deployment and automation, e.g., git, DevOps, containers, CI/CD.
• Capability to write clear and structured technical documents, including specification of solutions built and user documentation.
• Ability to cope with fast changing technologies used in machine learning, natural language processing, artificial intelligence, including open-source solutions.
• Ability to participate in technical meetings and good communication skills, ability to give technical presentations.
Due to the particular nature of a large international organization such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid
self-starting capability and experience in working in team;
• Ability to understand, speak and write English (B2)
• Excellent time-management skills and ability to contribute to multiple software
development projects with overlapping lifecycles.

• High degree of discretion and integrity is required as the environments managed
and maintained by JRC.T3 contain personal and confidential data
SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
• Experience building production-grade AI/ML/NLP solutions, including fine-tuning
open-source models and software solutions
CERTIFICATIONS & STANDARDS:
Any training related to artificial intelligence and machine learning will be considered as
beneficial for performing of tasks.
WORKING METHODS, ENVIRONMENT AND CONDITIONS

Service delivery
• The services shall be performed remotely in Far-site location within EU territory only.
• The customer may request regular or ad hoc presence on contracting authority's premises up to 5 days per quarter against reimbursement of travelling costs.
• Premises and infrastructure are not provided by the contracting authority. Laptop will be provided by the Commission.
Applicable security procedures
In addition to any EC wide applicable security procedures which must be
followed and respected during the execution of this specific contract.
Confidential statistical data as defined in Regulation (EC) No 223/2009 can be
accessed exclusively with permission of Eurostat IT security officer (LISO).
Contractors have to sign the Eurostat confidentiality declaration before access
to confidential data is given.
