Requisition Number: 5365 Pay Rate: GR11 Location: Houston, TX, US Category: Administration Description: Basic Function: Responsible for the acquisition of materials, equipment, services and construction by means of competitively bid and negotiated contracts and purchase orders.
Prepares procurement plans, bid proposals, procurement summaries, contracts and modification documents.
Negotiates contracts and modifications.
Reviews statements of work, scope of services, and specification documents to determine if information is adequate for purchase.
Administers contracts, including contractor and METRO compliance and termination actions for default or METRO convenience.
Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties: Contracts for supplies, equipment, services and construction at the most favorable price/cost to METRO consistent with established Federal, State, and local bid and proposal procedures.
Recommends the award of contracts and prepares supporting files.
Prepares request for proposals, invitations for bids and contract documents.
Conducts pre-solicitation and pre-proposal conferences, bid openings and pre-performance meetings.
Issues bid amendments and contract modifications.
Uses cost/price analysis to determine acceptable prices.
Obtains technical specification from requiring departments and assists in writing when necessary.
Responsible for pre-contract planning functions and preparation of related bid documents for assigned procurements.
Performs post-award contract administration as necessary.
Monitors the performance of contractors for compliance with requirements.
Responsible for properly closing each assigned contract at the appropriate time.
Assigned to progressively more complex assignments.
Implements and tests new procurement software as required.
Prepares reports as necessary.
Prepares monthly statement for P-Card charges.
Maintains current certificates of insurance.
Provides excellent customer service to METRO internal and external customers.
Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
Performs other job-related duties as assigned.
Education Requirement: High school diploma or GED is required.
Bachelor's degree in Business Administration or related field is preferred.
Years & Experience Required: Minimum five (5) years contracts experience, including two (2) years contracts administration.
Knowledge & Skills Required: Good working knowledge of contracts and contracting practices, uniform commercial codes, state law and emphasis on federal procedures required.
Good human relations skills; strong written/verbal, analytical and organization skills required.
Ability to achieve positive working relationships with METRO departments.
Knowledge of Supply Chain Management; knowledge of PCs and related software; Microsoft Office; Oracle Purchasing; PRISM; and Contract Administration.
