This position is not currently funded and is contingent upon funding to Amentum. At this time, Amentum is seeking candidates to fulfill contingent roles. The expected award timeframe is Fall 2025. Amentum is seeking a qualified Continuous Process Improvement Management Analyst to represent the U.S. Navy's interest in the coordination of repair, maintenance, and modernization efforts of US Navy systems and equipment for ships homeported in and visiting Rota, Spain.
The ideal candidate will serve as the leader of the continuous process improvement effort within the Executive Department, Forward Deployed Regional Maintenance Center (FDRMC) in Rota, Spain. The employee will be the principal advisor to the Director of Strategic Communications for all process improvement matters and will be responsible for developing and executing Department of the Navy, command, and departmental policy, goals, and objectives in diverse areas including management of the Executive Department Continuous Process Improvement Plan, Lean Manufacturing, Management Information Control (MIC) Program, Fleet Maintenance Activity Assessment (FMAA), process improvement training, and process improvement facilitation for the Spanish workforce and Spanish navy in Rota, Spain.
Essential Responsibilities:
Leadership (25%) Lead personnel assigned to the process improvement team.Strategic Planning (25%) Analyze and evaluate the effectiveness of manufacturing operations in meeting established goals and objectives.Develop life cycle cost analyses of projects or perform cost-benefit or economic evaluations of current or projected programs.Advise on the distribution of work among positions, appropriate manning levels, and skills mix.Advise on the potential benefits/uses of automation or emerging technologies to improve the efficiency of operations.Research and investigate new or improved business and management practices for application to department operations.Policy Development (25%) Develop new or modified departmental policies, procedures, goals, or objectives.Identify and develop data required for use in the management of operations.Develop evaluation plans, procedures, and methodology.Conduct studies of manufacturing process efficiency and productivity and recommend changes or improvements in organization, staffing, work methods, and procedures.Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems.Perform management surveys to determine compliance with procedures, sound management practices, and effective utilization of staff.Develop workload-based production standards to determine organizational manning levels.Review and Implementation (25%) Review administrative audit and investigative reports to determine appropriate changes or corrective action required.Analyze and evaluate proposed changes in operating procedures.Develop, maintain, and instruct department process improvement training curriculum.Provide advice, guidance, and coaching to the Executive Department in the areas of project management, team development, facilitation, and problem-solving.Assist department managers in implementing change in support of goals and objectives.Minimum Requirements:
Five (5) years of experience in process improvement, project management, or related field.Strong leadership, strategic planning, and policy development skills.Excellent communication and interpersonal skills.Ability to work effectively in a diverse, multinational environment.Must have an active secret US government clearance. Note: US citizenship is required to maintain a secret clearance.Must be fluent in Spanish.Preferred Qualifications (not required):
