The expected award timeframe is Fall 2025.We are seeking a highly skilled Quality Assurance Specialist (QAS) to oversee and ensure the quality and compliance of government contractor performance in Rota, Spain. The ideal candidate will be responsible for conducting non-destructive testing (NDT) inspections, developing and managing quality assurance programs, and ensuring adherence to NAVSEA, CNRMC, and FDRMC standards. The candidate will be involved in creating test and inspection plans, managing corrective actions, and leading quality audits to maintain the highest standards for operations.Essential Responsibilities:- Continuously monitor and evaluate the performance of government contractors based on Contract Administration Quality Assurance Program (CAQAP) elements.- Conduct non-nuclear NDT inspections in accordance with NAVSEA requirements, with certification for Level II or greater NDT inspections.- Review ship specification documents to ensure quality assurance and welding requirements are met.- Develop, implement, and oversee Quality Management Plans for each contract based on previous contractor performance and quality data evaluations.- Generate Corrective Action Requests (CARs) for non-conformance or non-compliance to contract and NAVSEA requirements.- Develop and submit weekly reports on project status, following JFMM elements.- Create and oversee test and inspection plans to ensure contractors perform the required work based on risk, work criticality, and prior performance.- Perform internal and contractor quality audits in accordance with ISO standards.- Be certified to perform preservation coatings inspections (NACE or NBPI) or possess the ability to gain certification for these inspections.- Assist in reviewing and applying all quality assurance, welding, and other related requirements to contract specifications.Minimum Requirements:- Completion of the CNRMC WFD "Quality Assurance Specialist – Level 1" course is highly recommended.- Proven experience in quality assurance and conducting NDT inspections in a naval or marine environment.- Access to NMD for performing the required functions.- Certification as a Level II or greater NDT Inspector in visual testing (VT), liquid penetrant testing (PT), magnetic particle testing (MT), ultrasonic testing (UT), eddy current testing (ET), and radiographic testing (RT).- Certification in preservation coatings inspections (NACE or NBPI) or the ability to obtain this certification.- Strong understanding of NAVSEA, CNRMC, and FDRMC requirements for quality assurance, including inspection, testing, and compliance standards.- Familiarity with ISO standards and the ability to perform quality audits on both internal and contractor processes.- Must have an active secret US government clearance
